FG Warms Educational Institutions Against Misusing IPPIS Exemption

Federal Government has cautioned Federal Universities, Polytechnics and Colleges of Education, against abusing their exemption from the Integrated Personnel Payment Information System (IPPIS).

Education Minister, Prof. Tahir Mamman, issued the caution at the sixty seventh meetings of the national council of education in Lagos.

He explained that the exemption was to give the vice chancellors, provosts and rectors of the institutions, some administrative and financial freedom in running them.

The minister adds that exemption would spare the heads of the institutions from running to the office of the head of service of federation in Abuja, to obtain waivers for staff recruitment.

Mamman, however said federal government would monitor the institutions to guide against any form of abuse of their exemption from the IPPIS.

“Universities have been yearning, and some of us in the National Assembly have been advocating for the removal of tertiary institutions from IPPS because it is anti-intellectual, anti-academic, and retrogressive,” he said.

He said there were enabling laws that gave the councils and boards of tertiary institutions the power of recruitment and payment.

He added that the powers were taken away by the IPPIS, while commending the President for removing the obstacles to recruitment.

“It is unheard of that an entire university has to seek the permission of the Head of Service of the Federation, the Federal Character Commission, and about five Ministries, Departments and Agencies before recruiting a cleaner.

“These are the powers of the councils of these institutions through their enabling acts,” he added.
